  • The Constitution of the Presbyterian Church (U.S.A.) requires that each presbytery has the following entities to assist in planning and implementing the presbytery's ministry:
  1. Committee on Ministry (COM)
    Committee on Ministry (COM) provides care, support, and oversight for presbytery’s minister-members, commissioned lay pastors, and Certified Christian educators. It facilitates the relations between congregations and church professionals and the presbytery.  Its subcommittee include Administration, Care of Church Professionals, Care of Congregations, Contract, Examinations, and Lay Pastor.
  2. Committee on Preparation for Ministry - provides for the care, support, and direction of Inquirers and Candidates preparing for the Ministry of Word and Sacrament. Liaisons work with each person under the presbytery's care, sharing in the individual's academic progress, faith development, and personal growth.
  3. General Council - the presbytery’s visioning agency. It is composed of 12 elected members who serve as instigators and affirmers of the mission and vision of the presbytery. General Council is accountable to the presbytery for the implementation of decisions and matters of strategy, program, and resources.
  4. Committee on Nominations
    The Committee on Nominations works to nominate persons to fill all vacancies on continuing committees (except the nominating committee) that require election by the presbytery. The committee is broadly representative of the member churches of the presbytery with a membership of 1/3 ministers of the Word and Sacrament, 1/3 laywomen, and 1/3 laymen.
  5. Committee on Representation - responsible for implementing the church’s commitment to inclusiveness and participation, as stated in the Book of Order G-4.0400. The committee consults with the Nominating Committee to ensure fair and effective representation in the elected membership of divisions, ministries, and committees.
  6. Permanent Judicial Commission - considers and decides cases for presbytery that are relative to itself or one of its churches in accordance the Book of Order.
  • In addition to the above required entities, each presbytery is free to add other forms of organization to assist the presbytery as it fulfills its mission and lives into its vision for the future. New Covenant committees are briefly described below and may be linked to more information about current work.
  1. Administrative Division Steering Committee - presbytery's arm for administration of the business and ecclesiastical affairs of the presbytery, including oversight and management of personnel, the Presbytery Center, budget, property and loan matters, ecumenical affairs, and review of session and presbytery minutes.
  2. Center Operations Committee - Along with providing for utilities, phones, heating and air-conditioning, and cleaning services, the Center Operations Committee works to keep the Center a safe and attractive place of business for the presbytery.
  3. Congregational Resourcing Team
    The Congregational Resourcing Team provides educational training and leadership development in support of individuals, church professionals, educators, church and presbytery leaders, as well as consultative services for congregations. The Team is responsible for planning Weekday Ministries event, Focus, Church Officer Training, and Multicultural Worship Extravaganza. It provides oversight for the presbytery’s Resource Center and works with presbytery groups such as Presbyterian Women and Youth Connection Council.
  4. Ecclesiastical Affairs Committee - oversees the ecclesiastical affairs (or “church business”) of the presbytery. The committee is responsible for coordinating all aspects of each quarterly presbytery meetings.
  5. Evangelism and Renewal
    Evangelism and Renewal empowers and encourages churches in transformation. The committee trains and supports congregation for evangelism and outreach.
  6. Finance Committee
    The Finance Committee oversees the financial affairs and property of the presbytery. Members coordinate with the Ministries and Administrative Division Steering Committees to provide a comprehensive annual budget for the Presbytery, which blends our vision for the year with the financial resources needed to make that vision a reality. This committee ensures that, as a non-profit corporation, we remain on sound business footing.
  7. Ministries Division Steering Committee - brings together chairs and vice-chairs and representatives from 6 ministries (Committee on Ministry, Committee on Preparation for Ministry, Congregational Resourcing, Evangelism & Renewal, Outreach, and New Church Development) to achieve the presbytery's mission and priorities, as well as those determined by General Council as desirable to serve the needs of the presbytery's congregations, church professionals, and lay leaders. The committee meets quarterly to review and evaluate the ministries of the presbytery in light of its mission and vision.
  8. New Church Development
    New Church Development provides support and oversight for New Church Developments (NCDs). It promotes and counsels new church development in the Presbytery. The committee’s work includes a multi-year fund raising effort to finance the development of new congregations.
  9. Outreach Ministries Committee
    The Outreach Ministries Committee supports local and global mission efforts of congregations and presbytery-approved ministries and facilitates the exchange of information about needs, issues, opportunities, and programs. The committee administers our benevolent giving and works to establish firm covenantal agreements with all supported organizations.
  10. Personnel Committee - oversees and counsels the presbytery’s staff regarding job performance. It recommends compensation and conducts annual reviews. The committee is also responsible for forming search committees to fill staff vacancies and provides congregations within the Presbytery with assistance on evaluation procedures, personnel policies, and staff compensation.
